Enhancing Connectivity & Safety
This rural 2-mile stretch of CTH E has become a major connector of the STH 35/64 freeway to numerous residential developments since the development of the new St. Croix River Crossing. This new bridge has led to increased traffic, including cyclists and pedestrians, emphasizing the need for enhancements to the CTH E roadway. The project plans to pulverize and relay the existing pavement, widen the shoulders, and extend culvert pipes.

Extensive improvements were completed on this connector. The pavement and base material were pulverized and relayed, and the shoulders were widened to better accommodate cyclist and pedestrians. Culvert pipes beneath CTH E were extended to the new roadway width so the roadway would continue having proper drainage. Curb and gutter was added to improve the road’s overall infrastructure, and beam guard was replaced using alternative methods to reduce right of way acquisitions.
Two different phases were used while constructing this project: the east portion used flaggers, while the western portion used a detour. After the construction was completed, it was quickly noticed how the improvements enhanced safety and accessibility and improved the overall transportation experience.


The Outcome

JT’s engineers rose to the challenge of the site’s physical constraints, working in partnership with the City of De Pere and WisDOT to minimize impacts and make improvements to the popular adjacent Park & Ride lot and facilitate access to an adjacent parcel of land for new commercial development.
