Highway Enhancements

Despite subgrade difficulties and complex coordination, the team improved the traffic flow and safety of this 3.6-mile stretch of WIS 15 between Greenville and Hortonville while remaining ahead of schedule.
The Opportunity

With 15 deaths in just seven years, it was evident that WIS 15 needed significant improvements. The existing 2-lane layout could no longer handle the carrying capacity between Greenville and Hortonville, and the deteriorated pavement and poorly skewed intersections added to the hazards of this road.

The Outcome

This reconstruction project expanded WIS 15 from 2 to 4 lanes and added significant safety improvements to intersections and infrastructure. This already challenging project was underscored by the poor soils discovered under the roadway foundation. The contractor worked closely with the project engineers to determine what areas would need additional improvements and to experiment in finding the best solutions to build a strong subgrade. The close coordination with this resulted in finding the best solutions to improve the subgrade in the most cost-effective manner.

Construction on WIS 15

Extended closures also helped to keep this project ahead of schedule. With the additional time in the first stage, the project team was able to rebuild a railroad crossing and a large portion of the project that was set for the next stage, resulting in fewer traffic switches and an expedited schedule.  

 

The transformation of WIS 15 benefits the local community and commuters alike. The added safety measures and improved traffic flow have significantly enhanced the commuting experience and will save lives throughout the years. With the expansion of WIS 15, new avenues for economic development have been unlocked, in addition to its essential role in the community.

Solving Contaminated Soils

While performing improvements below the railroad crossing, it was discovered that the old railroad embankment had contaminated soils. The project team coordinated with WisDOT and the WDNR to test and relocate the soils to a section of the project where it could be safely used for embankment.

Roundabout Installation

As part of the safety improvements, the WIS 15 & CTH JJ intersection was converted from a 2-way, stop-controlled intersection into a multi-lane roundabout.

Detailed communication was needed with businesses and residents, as staging impacted accessibility to businesses and residential areas. Additionally, significant coordination was needed with utility companies to resolve conflicts to keep the construction on schedule.
